SERPONG, ULTIMAGZ.com – Kantor redaksi Tempo mendapat kiriman ‘paket’ kepala babi pada Rabu (19/03/25). Kiriman ini ditujukan kepada Francisca Christy Rosana atau Cica, seorang wartawan desk politik di Tempo sekaligus host dari siniar Bocor Arus Politik.
Mengutip tempo.co, paket tersebut diterima pada Rabu (19/03/25) pukul 16.15 WIB oleh pihak keamanan, tetapi baru dibuka keesokan harinya pada Kamis (20/03/25). Paket tersebut dilapisi kotak kardus dan styrofoam, tanpa disertai nama pengirim.

Cica, yang saat itu baru pulang dari liputan, kembali bersama Hussein Abri Yusuf Muda Dongoran, rekan wartawan desk politik dan host Bocor Arus Politik. Saat itu, Hussein yang membuka kotak paket sudah merasa curiga, bahkan sebelum kotak tersebut dibuka.
“Sudah tercium bau busuk ketika kardus dibuka,” ujar Hussein, dilansir dari tempo.co mengenai awal mula kecurigaannya.
Pimpinan Redaksi Tempo, Setri Yasra, menduga serangan ini sebagai teror terhadap karya jurnalistik dan bagian dari langkah untuk menghambat kerja jurnalistik.
“Kebebasan pers itu tidak boleh diteror, diganggu, dan diintimidasi oleh alasan apa pun. Karena setiap media menjalankan fungsinya yang sudah diatur oleh undang-undang,” ujarnya mengenai hak kebebasan pers.
Masih belum diketahui jelas apa motif dari teror tersebut. Mengutip bbc.com, Wakil Pimpinan Redaksi Tempo, Bagja Hidayat, mengatakan bahwa upaya teror yang dilakukan untuk Tempo kali ini bukanlah yang pertama. Namun, teror ini menjadi teror pertama yang menggunakan potongan makhluk hidup.
Meskipun demikian, ia tidak dapat menyimpulkan apakah teror ini berkaitan dengan maraknya pemberitaan mengenai Revisi Undang-Undang (UU) Tentara Nasional Indonesia (TNI). Hal ini dikarenakan gaya liputan Tempo yang dominan menggunakan pendekatan kritik pada setiap karyanya.
Mendapat Banyak Kecaman dan Sudah Dilaporkan
Banyak pihak yang mengecam kejadian ini sebagai ancaman terhadap kebebasan pers. Kasus ini telah dilaporkan ke Badan Reserse Kriminal Polri (Bareskrim Polri) Jakarta Selatan pada Jumat (21/03/25) oleh Koordinator Komite Kesehatan Jurnalis (KKJ), Erick Tanjung, mengutip dari news.detik.com. Pada pelaporan tersebut, Setri Yasra dan perwakilan Tim Legal Tempo, Alberto Eka.
Pihak lain seperti Ketua Umum Ikatan Wartawan Hukum, Irfan Kamil, menegaskan bahwa teror seperti ini tidak boleh dibiarkan dan harus diusut tuntas oleh aparat penegak hukum. Dalam keterangan tertulisnya pada Kamis (20/03/25), Irfan mengatakan bahwa aksi teror tersebut merupakan upaya pembungkaman jurnalistik yang independen dan kritis. Ia menambahkan bahwa jurnalis memiliki hak untuk bekerja tanpa ancaman dan intimidasi.
Desakan juga disampaikan agar kepolisian segera mengungkap pelaku dan motif di balik teror tersebut. Menanggapi kejadian ini, Dewan Pers, Ninik Rahayu, ‘mengutuk’ keras teror dalam bentuk apa pun kepada jurnalis.
“Dewan Pers mengutuk keras segala bentuk teror terhadap jurnalis sehubungan dengan pengiriman kepala babi yang dibungkus kotak kardus ke kantor Tempo dan ditujukan kepada jurnalis Tempo, Fransisca Christy Rosana (Cica), kemarin, Kamis (20/03/25),” ujarnya saat jumpa pers di kantornya, Jakarta, Jumat (21/3/2025), melalui news.detik.com.
“Dewan Pers juga mengimbau kepada semua pihak agar tidak ada lagi menggunakan cara-cara yang tidak beradab dalam mengajukan keberatan atas pemberitaan atau karya jurnalistik yang dihasilkan pers.” tambahnya.
Ninik melanjutkan, Dewan Pers berharap kejadian seperti ini tidak membuat pers takut dan tetap menjalankan tugasnya dengan profesional, serta tetap kritis dalam menyuarakan kebenaran. Ia juga mengimbau pihak lain untuk tidak menggunakan cara-cara yang tidak beradab untuk mengajukan keberatan atas karya jurnalistik yang dihasilkan pers.
Baik Dewan Pers atau Komite Keselamatan Jurnalis (KKJ), meminta kepolisian untuk mengusut tuntas kasus agar teror seperti ini tidak terus terulang. Permintaan ini sekaligus untuk menunjukkan apakah pemerintah berpihak pada kemerdekaan pers atau sebaliknya.
Erick Tanjung menyatakan teror dan intimidasi ini merupakan bentuk penghalangan kerja jurnalistik yang diatur dalam Pasal 18 UU Nomor 40 Tahun 1999 tentang Pers. Erick menambahkan, teror ini juga dapat dilaporkan menggunakan Pasal 336 Kitab Undang-Undang Hukum Pidana (KUHP) tentang ancaman pembunuhan.
Belum Terselesaikan, Kantor Tempo Kembali Dapat Kiriman
Pada Sabtu (22/03/25), Tempo kembali mendapat kiriman teror. Kali ini berupa enam ekor bangkai tikus tanpa kepala. Paket tersebut ditemukan oleh petugas kebersihan, Agus, pukul 08.00 WIB.
“Ketika dibuka, isinya kepala tikus.” ujarnya. Awalnya, Agus mengira kotak paket yang terbungkus oleh kertas bermotif mawar merah dengan kondisi sedikit penyok itu berisi mi instan, dikutip dari tempo.co.
Motifnya sama, tidak ada nama pengirim di paket tersebut. Pemeriksaan sementara telah dilakukan oleh manajemen gedung dan telah menemukan bukti bahwa kotak paket tersebut dilempar oleh orang tidak dikenal pada pukul 02.11 WIB dari luar pagar kompleks kantor Tempo, Palmerah Barat, Jakarta Selatan.
Untuk kasus kali ini, Markas Besar Polri (Mabes Polri) sudah membentuk tim untuk menyelidiki teror dan motifnya. Sekitar 20 polisi mendatangi kantor Tempo dan mengambil paket bangkai tikus tersebut.
Mengutip tribunnews.com, Setri Yasra, menyatakan bahwa kiriman-kiriman seperti ini memperjelas teror untuk Tempo. Setri mengatakan bahwa dua kejadian teror ini merupakan teror terhadap kerja media dan kebebasan pers. Ia menambahkan, jika tujuannya adalah untuk menakut-nakuti, lebih baik berhenti melakukan tindakan pengecut seperti ini.
Pasalnya, sebelum teror bangkai tikus, pada Jumat (21/03/25), redaksi Tempo sempat menerima ancaman melalui pesan di media sosial dari akun Instagram @derrynoah. Akun Instagram @derrynoah ternyata sempat melakukan doksing terhadap Cica, yang sebelumnya dikirimi paket kepala babi.
Akun tersebut mengunggah foto profil beserta tangkapan layar alamat e-mail Cica. Pemiliki akun menyebutkan bahwa kiriman kepala babi dan doksing terhadap Cica baru hanya sebatas teguran. Pemilik akun juga melontarkan pernyataan bahwa pemberitaan oleh Tempo memprovokasi rakyat dengan pemerintah. Meskipun demikian, pelaku dari kasus teror ini masih belum dipastikan.
Proses kelanjutan dan keseluruhan kasus ini masih ditelisik lebih lanjut. Pada Senin (24/03/25), Direktur Tindak Pidana Umum (Dirtipidum) Bareskrim Polri, Brigjen Djuhandani Rahardjo Puro, mengatakan bahwa tim mendatangi tempat kejadian perkara (TKP) Gedung Tempo untuk koordinasi terkait laporan polisi dengan mendata saksi-saksi yang mengetahui peristiwa itu, dikutip dari news.detik.com.

Pers Terancam, Hukum Perlu Ditegaskan
Polisi terus didesak untuk mengusut tuntas kasus ini. Mengutip tempo.co, Ketua Aliansi Jurnalis Independen (AJI), Nany Afrida, menilai bahwa pelaku tidak jera dan tidak takut.
“Setelah kepala babi dikirim ke Tempo, ada lagi besoknya gitu. Itu menandakan pelakunya tidak takut. Mereka tahu bakal ada impunitas dan mereka pasti lolos,” ujarnya saat konferensi pers dalam jaringan (daring) pada Minggu (23/03/25).
Sebagaimana dengan apa yang sudah diatur dalam UU Nomor 40 Tahun 1999 tentang Pers, bahwa kemerdekaaan pers sebagai hak asasi warga negara telah diakui dan dijamin. Seperti yang tertuang pada Pasal 8, bahwa dalam melaksanakan profesinya, wartawan seharusnya mendapat perlindungan hukum.
